Speaking at a water-saving city establishment working conference jointly held by the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission on the 2nd, water shortage has become one of the important constraints on China's development. During the "Twelfth Five-Year Plan" period, China will determine the scale of urban development, rationalize the industrial layout, and adjust the industrial structure based on water resources conditions; promote the development of circular economy, promote clean production, and reduce water consumption from the source and production process; encourage the recycling of wastewater To improve water efficiency.
In addition, China will organize the implementation of key water-saving demonstration projects, urban domestic sewage treatment facilities construction projects, seawater desalination demonstration projects, and seawater desalination demonstration cities; establish a water price formation mechanism and water price system that reflects the scarcity of resources, and promote water conservation in public institutions .
Xie Zhenhua said that China will also study and propose targeted policies and measures to solve the problem of the waste of water resources in the current economic and social development, including the large amount of waste of water resources such as bathing, car washing, skiing, golf courses, and the loss of urban water pipe networks. , And how to encourage coastal water-scarce cities to develop and use seawater.
With the promotion and application of water-saving technologies and appliances, as well as the improvement of the reuse rate of industrial water and the recycling rate of sewage, China's urban water-saving achievements have been outstanding in recent years. The daily water consumption per capita of urban residents in China dropped from 220 liters in 2000 to 171 liters last year. In the past 10 years, the population of urban water users nationwide has increased by 53%, but the total annual urban water consumption has increased by only 6.6%, which is basically stable at about 50 billion cubic meters.
